In-game currency is its own economy now. Skins, battle passes, vehicles and upgrades are bought with balances that sit inside the game rather than with money that sits in a bank, and topping that balance up is a purchase in its own right.

A top-up code does that without putting a card anywhere near the game. You buy the code, redeem it against the account, and the currency appears ready to spend. Nothing is stored, nothing renews, and the amount you loaded is the amount that can be spent.

What is a game points top-up?
